What was sold
A register of the major privatisations: what was sold, when, what the sale raised as published at the time, and what has happened to the company since.
Selling a public asset moves it off the public balance sheet and onto a private one. Neither side of that disappears, so the answerable question is what happened to the second balance sheet afterwards. That is what this page records. It is a register rather than an argument: the figures are here, and what to make of them is the reader's business.
There is no total on this page, and that is deliberate. The proceeds figures come from House of Commons Library Research Paper 14/61, which states they were not calculated on a consistent basis across sales. The same paper labels British Telecom's three tranches as gross proceeds in one table and carries the identical figures in a net proceeds table elsewhere, without reconciling the two. Adding numbers built on different bases produces a figure that looks authoritative and means nothing, so each is shown with the basis its own source used and none of them are summed. 20 of the 45 entries carry a published figure at all.
Each published figure is also restated in 2025 money, from the year of that sale, using the GDP deflator published by HM Treasury: the measure this site uses for whole economy money amounts such as public spending. The restated figure shows what a sum of that size then would amount to in today's prices; it is not a valuation of the asset. Where a source dates a figure across a span of years, there is no single year to restate it from, so it is shown in cash only.
Where a company no longer exists as a separate business, that is the answer to what happened since rather than a gap in the record. 25 of the entries were acquired, 7 are in foreign ownership, 6 are still independently listed, 2 were taken back into public hands and 2 were dissolved. Where the corporate trail could not be followed to a source, the status is unknown and the reason is given rather than guessed at.
Open the detail on any row for the full note and the sources behind it. Company records come from Companies House. Where a modern business carries a name resembling one sold decades ago, no link between the two is asserted unless a source establishes it, which is why several notes say plainly that a relationship was not verified.
What the regulators report now
Where a privatised sector has an economic regulator, the state of the businesses today is published by that regulator rather than assembled from company accounts. Two are shown here. They do not report the same things, so they are two separate tables rather than one: what is absent from either is absent because the regulator does not publish it, not because it was not looked for.
Water, reported by Ofwat
Regulatory capital value is the regulator's measure of the capital base a company is allowed to earn a return on. Gearing is debt as a share of that capital value. Dividend yield is the dividend declared by the regulated business as Ofwat calculates it, which may differ from the figure the company itself reports. Capital investment is not published in this table and is therefore not shown.
Thames Water was in the middle of a restructuring while this page was compiled, so it is represented here only by what Ofwat published: gearing of 84.5 per cent, a dividend yield of zero, and a lowest monitored credit rating of Caa3. Nothing about its position beyond that reporting date is asserted.
Electricity distribution, reported by Ofgem
Ofgem publishes something different, so a different table. It reports what each network operator was allowed to spend under the price control running from 2023 to 2028 and what it has actually spent in the first two years, to 31 March 2025. Figures are in 2020 to 2021 prices, which is the basis Ofgem reports on.
Spending here is total expenditure, which combines running costs and capital spending, so it is not a capital investment figure and should not be read as one. Ofgem does not publish gearing or dividends per network operator, so neither appears: the water table's columns have no equivalent here.
What is not here, and why
Figures that could not be traced to a published source are left out rather than estimated. The gaps are listed so that the absence is visible rather than silent.
| Not shown | Why |
|---|---|
| Per company proceeds for the ten water and sewerage businesses sold in 1989 | House of Commons Library Research Paper 14/61 publishes only a combined figure of £3,594 million. No published split was found, and apportioning it would be an estimate. |
| Per company proceeds for the twelve regional electricity companies sold in 1990 | Research Paper 14/61 publishes only a combined figure of £7,713 million. |
| Separate proceeds for National Power and for PowerGen | The 1991 and 1995 figures in Research Paper 14/61 are for the two companies sold jointly and are not split. |
| A total for United Kingdom privatisation proceeds | Research Paper 14/61 states that the proceeds from different privatisations are not calculated on the same basis, which makes calculating the total amount raised difficult, and that net proceeds are used where possible but gross figures in some cases. The per sale figures in this register therefore do not form a comparable series and must not be summed. |
| Proceeds to government from the 1986 Trustee Savings Bank flotation | The flotation is not covered by Research Paper 14/61 and the written answer of 14 July 1986 that was fetched does not state how the sale proceeds were distributed. |
| The fate of BG Group plc after the 1997 split of British Gas plc | No primary source page could be fetched in this session. The three way split into Centrica plc, BG Group and National Grid is recorded because Research Paper 14/61 states it; what happened to BG Group afterwards is not. |
| Current ownership of the water companies and of the regional electricity companies | No single published ownership register was fetched. Where a status of acquired or foreign owned is given it rests on the Companies House name history for that company number, which is cited on the row. Ultimate beneficial ownership is not recorded. |
| The current status of Thames Water | The position was changing at the time of the build and no primary source giving a settled status was fetched. Ofwat's Monitoring Financial Resilience Report 2024-25 figures for the company are recorded in utilityFinancials instead. |
| Which train operators had transferred into public ownership, and on what dates | The House of Commons Library briefing that was fetched dates from August 2024 and covers the Bill, not the transfers. Only the Act itself is cited. |
| Capital investment for water companies and for electricity distribution operators | Ofwat's key financial metrics table does not carry capital investment, and Ofgem's electricity distribution annual report publishes total expenditure rather than capital expenditure. Total expenditure is recorded and labelled as such. |
| Gearing and dividends for electricity distribution network operators | Not published in the Ofgem electricity distribution annual report for 2024-25 that was fetched. |
| Office of Rail and Road financial data for rail | No Office of Rail and Road financial file was fetched in this session. |
| British Coal, British Aerospace, Britoil, Amersham, Associated British Ports, the buses, and other sales in Research Paper 14/61 | Out of the scope set for this register, which was telecoms, water, energy, rail and the named companies. The proceeds chronology in Research Paper 14/61 covers them. |
